AD affirmed Judge Stovall’s decision that Mr. Morrison was entitled to the §328-B presumption that his brain cancer was causally related to his firefighting job, that WCB Rule 1, §10(1) establishing exam criteria was valid, and that the presumption shifted the burden of proof to the City of Sanford to prove Mr. Morrison’s brain cancer was not work-related, which the City failed to do.
